From the Recapitulation of the Abstract

of Differences it will be seen that a considerable number of posts have been abolished so that the net increase in Personal Emoluments due to new posts is roughly $30,000, while the net incrense in Personal Emoluments from all oauges

is approximately 857,000 of which 851,000 is due to

Stipulated Increments.

I have dealt so fully with the principal items under "Other Charges" and "Special Expenditure" that it is unnecessary to recapitulate them, but I would remark that the large expenditure contemplated on main roads has met with universal acceptance in the public press and I gather among the community generally. Improved means of communication are essential to the development of the Colony which continues
